A good bit of the coast is kind of slow-going (traffic = heat), but you can start in Imperial Beach and come up the Silver Strand, cross the Coronado Bridge and work your way over to Point Loma (and by Fort Rosecrans National Cemetery) and drop down to the coast parking there (Park service fee). That requires some back-tracking, but from there north you can noodle your way through the beaches OB, PB, La Jolla, check out Torrey Pines up on the cliffs (more fees?), then on to Del Mar and north.
Wanted to say thanks for taking the time to respond to my question. But I have no interest in going slow, traffic, or traffic lights. I'll stick to playing in east county.
